ETDZ has legally become operational with the decision of the Council of Ministers on the "Determination of Some Areas as Technology Development Zones, No. 2003/5390" published in the Official Gazette on 10 April 2003. ETDZ was firstly deployed on an area of 510 decares with two separate pyramid buildings in Eskişehir Organized Industrial Zone. In line with the increasing demand of entrepreneurs, Yazılımkule was built and put into service in 2008. With the decision of the Council of Ministers published in the Official Gazette numbered 27302 on 28 July 2009, the immovables in Anadolu University Yunus Emre Campus and Eskişehir Osmangazi University (ESOGÜ) Meşelik Campus have been encompassed in ETDZ by naming respectively “ETDZ Anadolu Technopark Additional Area” and “ETDZ Osmangazi Technopark Additional Area". As a result of the efforts made to ensure that the physical areas can meet the needs of the entrepreneurs, a new technopark building was built on the Osmangazi University Meşelik campus and became operational at the beginning of 2017. The establishment of Eskişehir Technology Development Zone is a step taken as a result of the importance given by ECI to modern technology and the development of this technology with local resources, in line with the examples mentioned above. With the Zone, an exemplary working environment for university-industry cooperation has been created with the contribution of the scientific synergy created by Anadolu and Osmangazi Universities in the city. In this direction, the management company of Eskişehir Technology Development Zone – Anadolu Technology Research Park Company (ATAP Inc.) was established on 18 September 1990 with the support of the United Nations Fund for Science and Technology for Development. ATAP Inc. is the first TDZ management company established in Turkey.
The main objectives of Eskişehir Technology Development Zone can be listed as follows:
• to produce technological knowledge to make the national industry internationally competitive and re-structuring it positioned to be capable to export,
• to develop innovation in product and production methodology, to increase product quality and standards, to increase the efficiency, to reduce the production costs,
• to commercialize the technological knowledge,
• to support technology-intensive production and entrepreneurship,
• to provide the adaptation of the SMEs to the new and advanced technologies,
• to create investment opportunities in technology-intensive areas, to facilitate technology transfer,
• to cooperate with the universities, research institutions and organizations, and the production sector,
• to provide necessary technological infrastructure that will accelerate the inflow of foreign capital for high/advanced technology,
• to increase our technological product exports per capita.
The long-term goal of the Eskişehir Technology Development Zone is to employ 5.000 qualified R&D personnel in approximately 300 R&D companies and to create an added value of 500 million dollars annually. It is aimed to produce “light in weight but heavy in value” goods (products), to increase the diversity of these goods and to produce technologies and innovations to be prominent in global markets.
Obviously, the Zone where the institutions with a sufficient number of qualified personnel and academic staff producing above the technology level of our country are located will become one of the exemplary centres of our country by experiencing a transformation with such a model that activates incentive mechanisms. As it is known, Eskişehir has a privileged position thanks to its advanced industry, high export rate, companies specialized in producing new and advanced technologies, qualified personnel and three universities located in the city. This position of the city will be further strengthened with Eskişehir Technology Development Zone.
Eskişehir Technology Development Zone is available to;
• Industry-based entrepreneurs
• University-based entrepreneurs
• Domestic and foreign R&D companies
• Individuals, having an idea to create a new product but cannot find an R&D environment for carrying out their technological works.
In the Zone, it is aimed to produce R&D-oriented innovative products that can compete in the international market with a high export chance.

To establish an advanced and contemporary system that supports new ideas on the basis of the principles of respect for originality, openness to innovation, and sharing.
Technopark was first established in Anadolu University Yunus Emre Campus with World Bank Funds.
With the increase in the number of companies within the Technopark, new additional buildings in Osmangazi University and Anadolu University have been operationalised.
A new Technopark building with technological infrastructure and opportunity for social activities was built in Osmangazi University Meşelik Campus.
With the Law on Technology Development Zones numbered 4691, Anadolu Technology Research Park – ATAP Inc. was restructured and started to operate in Eskişehir Organized Industrial Zone – Technology Development Zone.
Establishment of an additional building where technopark companies can settle and operate has been started at Şeyh Edebali University in Bilecik.
Within the scope of the EU Project, establishment of the Eskişehir Design and Innovation Centre in the Eskişehir Organized Industrial Zone Technology Development Zone has been started.
